Our operational arm in Uganda is a corporation called Tara Maleng Ministries Uganda Limited. Tara Maleng means “divine light.” We hope to bring the divine Light of Christ to those suffering in darkness whether it manifests as illness or hopelessness.
God has given us a place!
God has brought us into our new home in Koro, south of Gulu City. In February 2024 we bought an 8-acre piece of land close enough to the main highway to be convenient to passersby and near enough to village roads to be accessible to those who have no other healthcare options.
We look forward to witnessing what God will do with these eight acres, and invite you to follow along and be a part of it.
The Pavilion - A Meeting Place
“For where two or three are gathered together in My name, I am there in the midst of them.” Matthew 18:20

Very soon we hope to break ground on a meeting pavilion similar to the one pictured above and a barn to protect God’s resources in our care.
Here we will have worship gatherings of God’s Church, hold educational clinics, and develop relationships with our neighbors.
Health & Respite Center
“He (the Good Samaritan) went to him and bandaged his wounds, pouring on oil and wine. Then he put the man on his own donkey, brought him to an inn and took care of him.” Luke 10:34
The flagship for TLC Uganda will be the Health and Respite Center. The word “respite” indicates that our mission center will not be one for only the sick, but also the displaced and at-risk. Todd’s experiences as a police officer and nurse give him a passion to protect those affected by gender-based violence, and promote the abundant life which Jesus came to this world to ensure (John 10:10). In the parable of the Good Samaritan, Jesus Christ commissioned us all to provide for the needs of the hurting and downtrodden, when He said, “Go and do likewise.” Luke 10:37
1) Refuge for displaced persons and those effected by gender based violence;
2) Preliminary testing for malaria, TB, and HIV and primary treatment, with triage and referral services when necessary;
3) Birthing room in the women’s dorm.
Plow it Forward
When we asked what Ugandans would do for their neighbors we repeatedly heard, “help them dig their gardens” (farms). When a family does not have the resources to farm or hire farm workers, their family starves the following season. Our plan is to secure a tractor and provide plowing services in exchange for repayment or in-kind contributions at the following harvest. This empowers locals to provide for themselves by giving them an initial boost – a hand up, not a hand-out.
“The one who plants and the one who waters work together with the same purpose. And both will be rewarded for their own hard work.” 1 Corinthians 3:8
